Duty free shopping in Mexico City is readily available at the International Airport, where you will have to show your passport and maybe your travel tickets to be sold anything.
Outside the airport, you will have to pay the local taxes, equivalent to 15% in most cases, but it is 20% for luxury items such as precious stones or jewelery.
