A path criterion
Do not get upset and take things personally if what you are requiring is not accomplished immediately. Not all public services in Mexico always work very efficiently. Be patient, everything here needs time and loads of paperwork.
You will probably not find anybody who speaks another language besides Spanish. If you are not fluent, make sure you take a translator with you.
