European citizens can visit France without a visa,
they need a valid passport or a national identity card. To work in
France EU citizens need to get a residence permit at the Prefecture.
Non-EU citizen need a visa to work in France,
and depending on the length of their stay they need to apply for a
short term visa (no more than three months in France) or long term visa
(over 3 months).
